Medical Care
Medical Care under the Scheme is administered by the Director, ESI Scheme, Government of Orissa, who is assisted by 3 Zonal Joint Directors and other Officers of the Directorate. The E.S.I. Directorate Building was constructed and commissioned in 1995. The Directorate is under the overall control and superintendence of the Labour Department, Government of Orissa.
Medical benefit under ESI Scheme is provided through State government. Therefore, medical treatment and attendance to Insured persons and their family members in respect of sickness, injury and maternity is provided through a network of dispensaries and hospitals run by the state Government. The total expenditure in administering the medical benefit is shared by the Corporation and the State Government in the ratio 7:1. Out door treatment is provided in ESI dispensaries and in-patient treatment in ESI Hospitals. In case any specialty super specialty treatment is required, which is not available in ESI Hospitals, the Insured person / family members will be referred to super specialty hospitals with whom tie up arrangement is made by the State Government.
MEDICAL BOARDS
3 Medical Boards are constituted by the Government of Orissa to decide the extent of loss of earning capacity in case of employment injury. The Medical Boards are functioning at SCB Medical College & Hospital, Cuttack, VSS Medical College & Hospital, Burla and MKCG Medical College & Hospital, Berhampur, with Head of Department of Surgery/Orthopaedic as Chairmen. Presently only Meidcal Board at S.C.B. Medical College & Hospital, Cuttack is functioning. The Medical Board is meeting regularly and disposing cases .
MEDICAL APPEAL TRIBUNAL
A Medical Appeal Tribunal is constituted by Government of Orissa, at Bhubaneswar, with the Presiding Officer, Industrial Tribunal as the Chairman. The Chairman is empowered to nominate one or more medical associates and one or more Trade Union Members to the Tribunal. Any Insured Person or the Corporation, if not satisfied with the decision of the Medical Board, may appeal to the Medical Appeal Tribunal.
